1999 XJR rev limiter kicks in at 3000 while in gear

Looking at a 1999 XJR. Owner says the rev limiter stops it a 3000rpm while in drive. Any idea what the fix is?

ENGINE RESTRICTED PERFORMANCE or ENGINE FAILSAFE?

What DTC(s) logged in ECM??

They are Rev limited when stationary.
That is normal

The seller said that its limiting it while driving. He told me that there’s an engine code that he wrote down, but can’t find it. Helpful. The car is a couple hours away from me, so I’m not motivated enough to go check the codes myself.

Rev limiter in P or N is normal.
OP states REV limiter in DRIVE!!

Need DTCs to evaluate fault.
