A pillar drain or rusted through?

As I finished removing layers of paint and primer around the door opening on the XJC, I found on the A pillar three holes behind which had accumulated a fair amount of rust flakes.

This is the bottom of a body panels cavity that is easily accessible from inside. It seems designed to collect moisture. I had never heard of this area being a rust trap. I wonder if there is supposed to be a drain (it would make sense) that could have gotten blocked by one the resprays, or if that spot just rusted through.

Anyone knows? Thank you.

Fairly sure I have. Don’t know about the drainage situation though.

My car is smooth painted steel through that area - SWB Series 1. Paul.

Mine too BUT there is a little rust coloured seepage through the seam where the two panels join. That join is the same way.
