[concours] Is there a points deduction for not having an item?

In judging are points deducted for not providing an item
that was supplied new with the car?
My question really relates to if it is better to provide a
poor condition example of an item, eg a tool from the tool
roll, than providing no tool at all.

Missing tool will be decucted for. Go to the JCNA website and look at
the judging guides, also the judging score sheets to see the deducts.
