The hardware store I visited today for nuts to install the head studs had steel but no stainless steel nuts. Would stainless be a better choice for double nutting?

Six of one 1/2 dozen of the other to my mind. Either would accomplish what is intended. Besides steel is going to be cheaper.
I assume you mean two nuts tightened together on one stud in order to screw it in. Stainless can gall up if it is overtightened, especially if done without lubricant, so I would prefer two plain steel nuts for this job.

Minimal tightening is required when installing the studs, Lou - you only need to ensure that they are properly seated…
Standard nuts are perfectly adequate…

Useage:
As a means of removing a stud when one does not have a dedicated tool for that purpose.
To secure a nut from backing off. Secure nut one. Hold nut one in place, secure nut two. There are better methods to secure a nut in place…
