[E-Type] How does one upload a photo into the forum

Can someone tell me how to upload a photo into a message. I have a
question on a part and cannot seem to figure this out.

The biggest problem is reducing the size of the photo (file)down to
the 200K limit. There are free photo resizers out there on Google.
It’s a piece of cake after that, just browse to the file and upload.–
