Emergency/parking brake not working

I have been trying to diagnose why the emergency/parking brake is not working.
I barely remember replacing the rear brakes on my 1986 XJS but
I got underneath my 1989 XJS today.
I pulled on the end of the cable where it terminates next to the rear brakes and
I could pull back and forth on the end of the cable by at least an inch or more.
I figure something must be up next to the lever (next to the drivers seat).
Does video depict the rear parking brake set up for the XJS even though the video is about an e-type?

Can’t see very well from underneath the car so I 'm wandering how its supposed to work when it is working.

Most probably your handbrake adjusting mechanism is either rusted solid or broken.
