Fuel gauge and it's mounting hole in the metal panel

I’m fairly certain my fuel gauge is correct, #X49422/202, but I’m wondering if it’s proper for the hole in the steel panel to be so oversized. It doesn’t seem to have been changed and the hole is perfect, I’m sure it hasn’t been messed with and it’s off-center to the hole in the fascia. The opening in the wood fascia is the same size as the one for the amps gauge.

Was there a ring to fit this better, now missing?

Here is one from a FHC that is no longer with me, sent off to another list member. Looks like the same oversize hole.

Yep, oversized hole, even the screw bosses are pushed further out.
