Fuel gauge going back andforth

On a recently acquired 420G, the gauge was reading close to empty on the left tank. So I filled it up, but it only took 20L, i.e. The tank was a bit over half full.
I tapped on the glass and the needle moved up, very slowly, to about 3/4. Then, a few moments later it moved to about 1/4, and after a while up to around 90%. 5min later itwas down to perhaps 1/2, then started climbing, very slowly…
What is going on here… Faulty gauge, poor earth. But probably not a faulty sender!?!

Could it be the Voltage regulator ?
The engine tempriture and fuel gauge share the regulator on a MK2 , not sure if the 420G is the same .

The plastic float on the sender arm was 3/4 full of petrol. Why does that happen?
I had a couple of new and used ones on my shelves. On one, the arm did not move as freely as on the others. Why is that? Lubrication…?
