Hard rubber weight on rear caliper bottom bolt and piston question

The hard rubber round piece on the bottom bolt of the rear caliper, what exactly is this and its function? i notice when i did my pads one side it was missing. Is it critical.? Lastly on rear pistons, is it imperative you line up the grove in it with the small tit on the pad.? I dont see what that would accomplish. Seems it would stop the piston from screwing outward.
