Possibly. This is anecdotal, but I recently had one member PM me with this exact question. Turns out he met every requirement for TL2 but one: He’d never liked a post by someone else. All he needed to do to get promoted was click the little heart below 1 message, and he was immediately promoted. (The requirements include receiving and giving at least 1 like.)
