I seem to have answered my own question!
The fan should be on all the time the ignition is on.I have now fixed that,
at stationary the temp does seem to control but the air never really gets
cold, just cooler than when set to hot!
I’m hoping that it is becuase there is no air entering the cabin through
vehicle movement.
