With 4 of these I can say that all 8 fans make the same high noise. Very audible inside, when driving, esp in the high mode.
Is there a way of quieting them?
Is it a high pitched squeal? Might be the blades touching the fan housing internally. Mine are annoying too.

If they are squealing or rattling, they should be removed, taken apart, and oiling of the bushes or correction of the fan blade/cage clearance undertaken
I recently replaced one of mine with Holden Commodore fans, which move an awesome amount of air, but are even noisier
