Much more info required. Lightly sand or scrap depending on what, where.
Bit of rust on the surface or holes?
Bit of rust on the surface can be cured with sandpaper or wire brush then rust converter (to get what you’ve missed) then paint
Holes need cutting back to good metal then patches welding in then the above treatment
Use an angle grinder with paint stripper ‘disks’ like these.
Then treat with Bilt Hamber Hydrate 80 as a rust converter and primer. You can use this over good painted surface as well as bare metal.
You will need a chemical as well as mechanical process.
Then epoxy paint.
