If the headlining is the same material as used in my 1990 XJ6 this is a common problem as the cars age. The foam back between the fabric and the formed fiber board deteriorates causing the headliner to sag. The only solution is to have the fabric and foam backing removed and replaced with new. Most trim shops are familiar with this process as it is common in many modern cars. In my case the trim shop was able to do the entire job without removal of the fiber board backing.
