Steering pump tensioner

Hi, Putting the water pump back on everything going well except how does the tensioner connect to the block?

I think I have used the correct bolts, checked all the other bolts none seem long enough.

It is a 1989 car, RHD with air con. 3 fan belts.

The power steering pump is on the LH side of the engine when viewed from the cock pit.
