Yup.

Lessee, with the foot-operated handbrake you’ll need to have the left
foot on the handbrake, the left hand holding the release, feeding
throttle with the right foot, and – oops, I guess you’re screwed on
the clutch.

Well, not exactly. When you have engaged the foot operated handbrake, you
don’t have to leave your foot on it. You can just pull the release lever to
disengage when the time is right. UNLESS you have one of those GM cars where
you press the parking brake again to release it. THEN you would be screwed.
(If GM would put a manual transmission in the car in the first place.)
