Is that plastic tube supposed to be there - is it related to the

I think it is a drain for the fuel filler. If you look, or feel,
closely below the fuel filler there is a small hole in which to
allow rainwater to drain. I have always assumed that the tubing
found behind the rear splashguard was led from this drain hole. It
would also allow water to drain when washing one’s car liberally
with hose fed water.
There was one very similar, although not as visible on an XJ Sport
(X300) I once had. The Owner’s Manual recommended that the hole be
kept clear of debris to allow easy drainage of water.–
