My feet are frezing!! Enough is enough there is too much winter left!!
No matter what I set the temperature at, there is always cold air coming
out of the footwell vents. The dash vents have nice warm air flowing but
the air flowing from the footwell and rear seat vents is cold enough to
make ice.
I have searched the archives and found some interesting posts on fresh
air (Grgory Price) but nothing on this problem.
Could it be a stuck flap somewhere? A non-working seleonoid that only
God can find?
I have been reading the posts on the quirky and mysterious climate
control. This is one reason I have left things alone
Before I tear into things any suggestions or ideas?
First, are your little “pull vents” leaking? Run the heat with the car not
moving. Is there hot air now?
Second…I have reprints still available of the MKII Delanair climate
control system manual from BL (covers XJ 1974-1987 and XJ-S 1975-1987) I’d

Contact Chap Lamb at wclamb@maila.wm.edu and order a copy of the Delinair
mark II manual. While not 100% accurate for the SIII, it is very close and
will likely provide you with the insight and courage to tackle your problem.

How’s that for an old thread bump? A quarter century, must be a record.
I am experiencing the same issue as the OP. The car is lumped (LS engine), but I’m not sure that really has anything to do with my problem as the HVAC system under the dash has not been modified. With the engine warmed up (200F coolant temp), fan set to HI, temp knob set to highest, and temp slider set to hot, I get warm air from the outer vents, but COLD air from the footwell vents. Makes for an uncomfortable drive as the ambient temp outside is in the 20s. I know the heater core is getting hot coolant all the time because the heater valve on the firewall has been deleted. Interestingly the air pressure from the floor vents seems to increase with speed, which leads me to believe that it is somehow tied to a fresh air intake (perhaps the grilles around the headlights).
Anything I can check so that my feet and legs stop freezing?
I got my Jag in September while the weather was warm. As all other vehicles on the place were inoperable for one reason or another, I drove it until early December when it was COLD! I had to wrap my feet to keep them from freezing no matter where the temp was set.
After one of the other rigs was on the road, investigation revealed the seals on both fan box flaps had Perished, allowing COLD ambient air to enter, bypassing the matrix and overwhelming whatever heat came from the foot vents.
I had to remove the fans as there was no other way to repair the seals, because, the flaps open at the Forward edge, making them almost impossible to access while in place.
This might be your problem too.
Not a fun project, it requires disassembly of the whole dash area and removal of the fans. Driver side is of course worse due to all the Items in the way blocking good access.

I think your lower heating flap is stuck closed while the lower cooling flap is stuck open, allowing air to bypass the heater core. This is a vacuum operated ffunction. When heating is called for there should be vacuum present at the actuator
It could be that the control system is not allowing vacuum to be appled. Or it could be that the flap/flaps is mechanically stuck or even broken in the open position.
The vac actuator is on the LH side of the case. You can observe if the operating rod moves as the temp setting is varied by the control knob and/or remove the control rod to manually operate the flaps via the actuating arm.
Foggy memory disclosure as to the exact details. It’s been awhile since I’ve been elbow deep in this stuff
But remove the left ‘cheek panel’ on the console for a look-see. Something might jump out at you.
By the way, when you adjust the temp dial to a different setting do you hear a faint whirring from the innards of the dash? You should. If you don’t, well, the system isn’t even trying to work !
Kirby’s book has an extensive chapter on how to check and adjust the Climate Control Flaps.
Also this might help:
There are two flaps involved for the feet vents, one tht open/closes cold air and one that open/closes warm air.
No connection with the fresh air intake as this is are flaps at the input of the blower fans, before everything else.
The seals inside the flaps as LnrB said could also be the cause.
All the seals had turned to dust in mine as well, albeit the system was still working ok.
