i replaced all my vacuum line when I rebuilt my jag engine.
i still feel this area is the reason for my high idle. i
think I might of reinstalled a valve in backwards but how
can I find out for sure? thanks again Lee–

You can’t, Lee - there are no “valves” involved that can cause this
without impinging on some other aspect of the running…
If the engine doesn’t react to the idle screw some testing is certainly
required. As the engine rpms depend on air ingress; incorrect throttle
gap will increase idle. Correct gapping should be checked, and free
movement of the throttle verified. A non-closing AAV will cause a high
idle, easily checked by clamping it’s air hose. It’s also possible that
vacuum hoses are incorrectly, or insufficiently connected - or plainly
not connected at all… 
To be realistic; the head gasket can leak - tested the usual way (as
can indeed all other supected areas). To be exotic; a vacuum operated
system can be leaking internally - like the brake booster, the AC
system, the cruise control, the distrivutor vacumme capsule. All of
course likely emit signs of distress. And so on and so forth…
There simply is no magic bullet for a possible vacuum leak. Like all
other areas; testing is used as much to find what is working as what is
not…
