Doug,
That is the face vent air temp selector.
UP is for the coldest air possible out of the vents, Down
will warm the air while still allowing fully cold air out
the foot well vents.
This will slow the overall cooling of the car, but takes the
chill off the face vent air should you choose.
I believe (but have never tested) the same holds true under
heating. UP on the lever will chill the air in relation to
the foot well air temp, down will match the temp of the foot
well air temp.–
