[xj40] Keys

Hello all,
Is the dealership the only place to get keys (ordering them based on VIN)?
My car only had one key. I have since bought blanks, but no one says they
can cut them. Of course, the place I ordered them from said any locksmith
could cut them, but no dice. Any other options?
TIA - for any input!

I bough blanks and took them to my local hardware store and he cut them
no problem. I don’t know if it’s illegal, no one said anything.
