Abs and brake lite on

I installed new rotors and pads on the front of my 1994 xj40. Now I cannot get the system to bleed properly. The abs and break lights stay

Did you open the caliper bleed screws to exhaust the dirty brake fluid from within the caliper as you pushed the piston back to accommodate the new thicker brake pads.

If not, you may have pushed the dirty fluid back in to the system so that the ABS valve block or the Teves pump check valve has been contaminated so that brake pressure is insufficient to bleed the system.
