Alarm went off, can't lock the car remotely anymore with alarm on

Hi, the 93 XJ started to beep this morning and rear lights were on. By the time I got to the car with the fob, it stopped. Now I am only able to unlock the car but not lock it with the fob. It beeps once with “trrrrr” like an error noise, red light turns on for the duration and does nothing else. I can still lock the car with the key.
If I turn off the alarm, I can lock and unlock with the fob and the car makes a playful sound of “boop beep boop beep”.

I have tried to start the car and it would not start on the first try, which is unusual. It started on the second try.
I have checked all doors are closed, locked/unlocked with the key and tried the fob again but nothing changed. The fob battery is only one month old.

Just a long shot but sit in the car and operate both front door locks manually two or three times.
