Dash Lights (95 XJ6)

While driving tonight, my dash lights (not warning lights) on my 95 XJ6 suddenly went out and then back on. Later, they would flicker when I turned on the switch (and later stayed on when I kept turning the switch on/off). I am assuming the switch is going bad??? Any ideas? If it is the switch, how is it removed? It seems to be made into the instrument panel with the fog lights, etc.

Jaguar issued some TSBs 20 years ago for some of these faults.
