Intricacies of the fuel tank interior

Hi Evan (Garf) here from NZ with the first problem that has cause me to seek help.

I have recently solved the problem of a non functioning fuel gauge. At least I think I have. Last problem was the system worked fine with the sender unit out of the tank but not once I fitted it into the tank. Even though I had drained the tank, there was fuel visible in through the sender unit port. Bit the bullet and cut the bottom out of the tank.

Turns out there is a cylinder attached to the bottom of the tank that the sender unit float drops into. On my tank, that cylinder does not fill from the bottom. The top of the cylinder comes up to about half the height of the tank so it will not begin to fill until the tank is half full and will stay at half full even though the tank is draining.

I am struggling to understand this setup. How does the float move through a full sweep. Any help that will help me understand please.

I think I am going to source a replacement tank from UK.
