Series 1 horn issues

I’m having trouble getting my horn to work. I found a P/black wire under the dash / steering column without a home. Can someone tell where it should connect?

There’s a contact on the top of the column about halfway down.

This wire makes a connection to earth when you push the horn. This triggers the horn relay via W2.
