Vacuum diagrams and coolant pipes and connectors

Doesn’t the 89 V12 still has the TH400? No trans ECU, just the vacuum modulator and the kick down switch.
The switch is at the throttle pedestal, activated by the depression of the throttle cable with distinct feal at the pedal. It might be stuck, or the switch disconnected or broken. Easy to check.

there are two switches at the pedestal, the other is the Fuel Enrichment.
